Dr. McGrath has 35 years of professional experience in business development, education, policy analysis, and the management of technical projects and training programs. He has served for the last 25 years as Director or Principal Investigator of federal programs and assessments for the Office of Technology Assessment, U.S. Congress, and for federal agencies including the U.S. Departments of Defense, Energy, and Interior and the Environmental Protection Agency. Dr. McGrath's business management experience includes Partner and Principal, Energy & Minerals Technology Assessment (1980-82); Chief Executive Officer, Information Design & Management, Inc. (1982-85); and Chief Executive Officer, Baja Mexican Café, Inc. (1985-97). From 1990 to 2004, he served as Executive Consultant, Special Projects, for Unified Industries, Inc.
Dr. McGrath holds a B.A. in Political Science and Liberal Arts (Honors) from the University of California; an M.A. in Government and Latin American Studies from the University of Arizona; and a Ph.D. Political Science/International Relations from the University of Minnesota. His publications include articles on political theory and economy and published reports as Principal Investigator for the U.S. Congress, the Environmental Protection Agency, and the U.S. Department of Energy. He has taught on the faculties of the University of Minnesota, Purdue University, Northwestern University, and Brown University.
